Rough running.

I have a MkIV 1300, it is standard as far as I know. Problem is , it is running a bit rough. Car is difficult to start and with the choke fully out, it takes a few moments to fire up. When it does fire, it takes a few moments to rev and is reluctant to move away as the revs drop when I slowly let the clutch out. When it is warmed up, it is fine with the throttle open under acceleration and steady 60-65. At slower speeds, such as driving around the village, it is a little bit jerky. I have changed the plugs and set the points gap.
I know it can run better than this, my question is, is it something obvious? I am usually quite good at keeping my motors running sweet, but this is a daily driver and I haven't the time to spend changing stuff and fiddling.
Also, I set the valve clearance at 10 thou cold and the top end still sounds a bit rattly, would that mean worn rocker shaft?
Is there anything else to change or does a new shaft cure it.
I use the car daily and am living with this, but I want it to run sweeter and wondered if any of you Guru's would be kind enough to give me some pointers.
