Engine Limited to 4000 rpm?

I have a 1500 engine fitted within my Mk IV - the previous owner thought it was a 1300 and all the ancillaries on it were 1300...

To date I have changed inlet & exhaust manifolds and the carbs. It now has 1 1/2" SU carbs (non-waxstat), standard 1500 inlet manfold and a 4-2-1 tubular exhaust manifold running to twin-pipe stainless steel exhaust. The air filters have been replaced with generic unbranded pancake sponge filters (similart to K&N design). These are clean.

Starts, runs and stops fine (occasional over-run) and pulls fine. Big issue seems to be that I can't get more than 4000 rpm from it. It just seems to run out of oomph for want of a better description.

Tried pulling the choke out to see if it is fuel but makes no difference. Mixture and timing are okay. Carbs are balanced okay.

Open to thoughts and suggestions if anyone has experienced / fixed anything similar.
