If it really reads this constantly (even with the ignition off) it's the gauge at fault.
Assuming your temperature gauge works OK, which indicates that the voltage regulator is working, try this:
Switch ingition on, disconnect wire from sensor in fuel tank. Gauge should fall to zero. If not, it's the gauge at fault.
Now touch wire to earth. Gauge should go shooting upwards. If it stops at 1/4, it's the gauge at fault.
If it's not the gauge, it's the sender.
