can i take the water pump of my mark IV spitfire without removing the radiator. also is there any way to test the water pump while it is out of the
car.

Yes, you can remove the water pump with the rad. in place (but you need to replace your coolant).
You should be able to remove the bottom pump -> radiator pipe without any problems, but to get the top one off you will probably beed to take the
thermostat cover off.
After that, loosen the altenator so you can get the fan belt off. 3 bolts later and it's off (keep the bolts in order as they are different lengths).

by remove the three boths do you mean the three bolts on the water pump housing. ie when i take them off i remove the water pump and fan.
