The Camber and Castor can be change by the addition or removal of shims between the chassis and the lower wishbones. Standard cars generally have one
or two in there. Don't worry if one side it different to the other as this was a common way that chassis irregularities were sorted.
However, a tyre that is wearing in that fashion is usually a sign of tracking problems - but you've looked at that...?
Is the damper/shock okay, this could also be a factor.
