My Spitfire used to have front fog lights (as can be seen in the piccy).
If I refit them but don't wire them in will that be ok MOT wise or do lights which are fitted have to work?

Am I missing something here? Why fit lights that are not wired up???????????
If it's any help, during the MOT last year on my '67 GT6, the auxilary lights were not checked. The tester said there were quite a number of items that
are not in the test for older cars. Emissions was a particular case where they only look for exhaust smoke but don't probe the exhaust. He was really
hot on the brakes though, particularly balance of the rear drums. Interestingly, the initial issue I had was related to restoration in that too much
paint on the drum backplate was binding the sliding wheel cylinder.
If you do wire them up, probably best to follow normal requirements e.g. for fogs this means that they must only work on low beam and have an idiot
light on the switch or dash. And spots must extinguish with dip. I think this is right. Don't forget to fit relay(s) and fuses and use correct rating
wire.

Why fit em and now wire em up?
well, I want to get the car looking as much like it did as when I bought it but I shall be putting a new wiring loom in and don't want to mess
around and end up with a rats nest of wires that was the old one!
I also never used the auxilary lights when it was on the road then and since it'll be a fair weather motor, it's highly unlikely, I'll ever need
em!

At the risk of it appearing a bit cheeky - why refit those ..... the car will look loads better without them.
Is the problem that they'd leave holes in the bumper? If so,perhaps a strategically placed chrome bolt (the smooth type which you bolt in from
behind) would give a better look.
