I've just acquired a boot rack to fit on my Spitfire 1500, am I right in putting the upright bar at the front to stop the luggage sliding forward in an
emergency stop, or should it go at the rear to stop it sliding off under the fierce acceleration!

The upright bar goes at the front as braking forces are greater than ones when accelerating. It's amazing how many you see that are the wrong way
around.

Yes....
Just to confirm (as it's is so important) the raised bar goes at the front, not only for the reason mentined earlier but also, if you have a front
end collision the bar will help stop your luggage shooting forward and breaking your neck...
In all cars the forces involved in stopping the car are always way greater than to ones involved in making it go!

Why doesn't some one make a rack raised at both ends. Problem solved.

That would restrict the size of case, beer crate etc that you could put on it.
Alternatively you could also add two sides and a top and call it a box and that would solve everything.
