Cooling fan (or not)

I've had different opinions from people I've spoken to on this one so I thought I'd ask the question generally.

I have an uprated radiator on my nearly-a-race-car, and a cowl to keep the air coming in through the grille directed through the rad.

Do I need an electric fan though? From experience on my road car, the electric fan causes more problems than it solves at anything above 40mph but below that it's necessary. So for a race car, hopefully it will spend the vast majority of its time going quickly, but should I fit a fan to enable it to cope with the times when it isn't going anywhere?

I was planning on not fitting one but I'm erring more towards the other option now...

Any thoughts?
