My telephone line seems to 'clog up'

All,
any ideas, please?

When I'm surfing the 'Net, I can access the first site I go to quickly, the second more slowly and so on, until the machine 'times out' and says that the next website is not available.
It seems as if it 'clogs up', though I know that's nonsense - I'm just trying to give a feel of what's happening.
Any time in this process, if I disconnect and reconnect, I'm flying again, broadband style but only briefly.
And it drops out completely if I leave the PC for any time.
This is getting very annoying, and time wasting.

I'm using Windows XP Home version 5.1.2600 (recently upgraded), MS IE V7.0.5730.11.
The PC is a Dell Dimension 9100
I'm on BT Broadband, using an Alcatel Speedtouch modem.

Any ideas, to cure, or help me diagnose the problem, please?
