Mobile Speeding Cameras

I was driving home from work tonight, everso slightly tired, as per usual, when I noticed our local 'traffic enforcement' van (you know the one - with the blackened-out windows that hide the cameras filming us) had moved postions! Instead of being on the hard shoulder, happily ripping us off in a sneaky little corner, he/she was now parked up on a bridge which we all had to go under. He was also parked on the far side, so we would only get to notice he/she was there, after we'd driven passed.

My query is this - fixed cameras have to be yellow/red and very visible, so that we are made aware of this accident blackspot - far enough. But what's the law with respect to being fined by these inconspicuous mobile cameras, since we will never be made aware of them (not in fixed positions), and they are not visible until it's too late? Also, are the police allowed only to monitor AND FINE in a known accident blackspot??

Also, I feel it very unfair for those people that have to constantly travel up and down such roads on a daily basis. Surely, human nature dictates that we ocassionally lapse concentration once in a while, and as a consequence, those that do use these 'constantly monitored' roads all the time, are more likely to get fined when we 'accidently' travel over the limit, every so often!

Was wandering what your views are on this, and whether you've ever experienced anything like this.
