Suspension and steering

My new dampers have arrived, but each is supplied with fewer top bush washers when compared with what I have just removed from my car. The old set up had each top bush sandwiched between two washers, the new one apparently only uses one washer for each . So, is it Ok for the top-pan end of each bush to be 'non-washered'? The other difference is the thickness of each bush, the old ones having years of compression?
