If the rubber around the track rod end is a little split (perished?) is that likely to cause MoT failure, and do I have to replace both sides at the same
time?

Unless the regulations have changed over the past 5-6 years, split boots shouldn't fail an MOT. I had a work colleague who's modern car failed an MOT
for a split boot on a track rod end. The failure was contested throught the appeals procedure and it was overturned. A split boot should be advised as
it will fairly quickly lead to failure of the joint through contamination, but it's not a failure in it's own right,
