The rotational position of your dizzie does sound odd - the vacuum aneroid normally sits at approximately right angles to the block, with the
adjustment part parellel to it. Yes, you can do what you describe, but I wonder if the cause lies a little deeper.
The dizzie drives off the cam shaft, via a spiral cut gear wheel. The wheel engages with the dizzie shaft AND the oil pump shaft. If your DPO did not
bother to align the oil pump shaft correctly before inserting the gear wheel, then as it can only engage with the gear in one position the dizzie will
end up in a weird rotation. The procedure is fiddly, not difficult, and involves turning the oilpump shaft with a large screwdriver until it just
right.
"Just right" = with the shaft slot in a ten-past-eight or twenty-to-two position. Don't forget that the gear wheel must rotate as it goes in, as it
engages with the cam gear, so it must be dropped in turned back anticlockwise about 60 degrees from the position in which it will rest. AND, that the
gear to dizzie shaft slot is offset (see above) so although it will go in the pump shaft two ways, it will only fit the dizzie in one.
This is another bit of the Haynes manual that is not at all clear - I hope I am clearer!
On timing: 8-10 degrees BTDC is the 'official' static timing, depending on engine number.
