Right, my GT6 looks almost perfect and it's only people like me who polish it all the time who'll ever tell but I do get really fussy. My wheels (5.5j 13"
normal type) are showing signs of rust and grime that just will not come off no matter what you use, Autoglym, anything! So can anyone tell me, are these
wheels powder-coated or sprayed or what?
Also, what is the correct colour to use and where can I get it?
Any ideas on who is good to do it?

Best thing to do would be to remove the tyres, get them blasted and then powder coated.

Forgive my stupidity but shot or sand blasted?!
Any idea about the colour and where I can get it?

I have to admit - I don't know what would be best myself.
Last year I bought a set of steels that had been blasted (sand I think) and then powdercoated - looked great.
For powder coating it'll be up to whatever they have - often have a nice "silver" which is close the original colour.
I am sure there is someone on here that knows a paint code though!

Shot blasting would be better!
Shot is soft metal 'shot' and will remove rust, and paint but not damage the metal of the wheels, sand blasting can blast away the good metal
and really in't the way to go (only if you can't find anyone to shot blast them).
