Suspension and steering.

Hi Guys, Happy New Year !
At the moment I am re-building the front suspension on my MkIII, I was taking the disc shield off but after removing 3 set screws I came across one of the bolts which goes right through the steering arm and has a nyloc on the other end. I have got the nyloc nut off but the bolt will not budge ! My question is, does the bolt screw out? i.e. is it threaded through the steering arm or can I drift it out? I can certainly cut the bolt head off, but if it is screwed through the steering arm I still won't be able to get it out.
Anybody have any ideas of the right way to proceed? The car is a late MkIII with type 16PB Calipers, if that helps.
